Expansion of Electronic Bidding Method for Apartment Management to Include Qualification Review System

The Korea Real Estate Board announced on the 2nd that it will implement this following the revision of the "Guidelines for Selecting Housing Management Companies and Contractors." The Apartment Management Information System is a system that discloses management information such as management fees, maintenance history, and audit results of apartment complexes, and operates and manages electronic bidding.
The qualification evaluation system is a system that supplements the lowest bid award system by evaluating contract performance capability along with price to determine the successful bidder. When selecting a contractor, evaluation criteria are created in advance according to the project purpose, and the bidder with the highest score based on those criteria is selected as the winner.
Currently, the electronic bidding method in the Apartment Management Information System has only been applied to the lowest (or highest) bid system. However, the recent revision expands the qualification evaluation system, which had been classified as a non-electronic bidding method, to electronic bidding, improving transparency by openly disclosing the bidding process to residents and others.
Specifically, the revision changes the bid closing time to prevent bidding obstacles from the existing 6 p.m. to 5 p.m. The bid opening time will be one hour after the bid submission deadline. The scope of electronic bidding in the Apartment Management Information System will be expanded to include the qualification evaluation method, which will be optionally implemented until the end of the year to minimize market confusion and will become mandatory from 2023.
The qualification evaluation electronic bidding will be applied from new announcements after this month. Bid documents that were previously submitted offline via mail or in person can now also be submitted through the electronic bidding system. The residents' representative meeting or management entity must input all evaluation scores of bidding companies from the existing qualification evaluation direct bidding after this month and disclose the evaluation results on the Apartment Management Information System (k-apt).
