Governor Oleksiy Syniehubov reported that 11 people died and dozens were injured due to the attack on civilian areas. He said, "The shelling occurred in broad daylight when people were going out to pharmacies and stores or to drink water," calling it "a crime." The shelling of civilian areas indicates an escalation in Russia's level of attack, and experts warned that Russian President Vladimir Putin might adopt more aggressive tactics, NBC reported.
