[Asia Economy Reporter Bae Kyunghwan] Lee Jae-myung, the Democratic Party presidential candidate, announced a pledge on the 26th to 'improve the issuance system of health checkup certificates for employment.' The pledge aims to guarantee convenience by making the issuance of health checkup certificates, which must be submitted during the employment process, free of charge, standardizing examination items, and supporting online issuance.
On the same day, Lee announced this as his 80th 'So-hwak-haeng (small but certain happiness)' pledge on social networking services (SNS).
The health checkup certificate (formerly known as the health certificate) is issued to prove that business operators and employees engaged in occupations involving processing, manufacturing, or cooking food under the Food Sanitation Act have no health abnormalities. It must be newly issued and submitted at least once a year from public health centers, designated hospitals, or general hospitals.
Generally, it is mainly issued by public health centers, and the issuance fee is 3,000 KRW. However, recently, due to COVID-19 making it impossible to use public health centers, people have had to obtain certificates from private medical institutions, leading to increased cost burdens. The issuance fee at private medical institutions is known to range from about 25,000 KRW to 70,000 KRW.
In response, Lee emphasized, "We will improve the issuance system of health checkup certificates for employment to enhance convenience for workers in related occupations and the public." He also presented specific measures for this. First, he pledged to make the issuance fee for health checkup certificates completely free. This is expected to significantly reduce the cost burden for care and domestic workers, including government social service care workers who are currently excluded from health insurance support.
Meanwhile, through Facebook on the same day, Lee released a pledge called 'Myeonghwakhaeng (Lee Jae-myung's certain happiness)' with the content, "We will make the country an economic powerhouse where entrepreneurial spirit flourishes under fair competition." Lee stated, "Like Gyeonggi Province's 'Regulatory Sandbox Activation Support' project, relentless and thorough support must follow to ignite the spark of innovation."

He continued, "Every election season, there are many promises to deregulate and attract investment to grow the economy. However, removing or increasing regulations is an easy task," adding, "What is important is that the results of innovation must actually lead to economic growth and job creation."
