Gwangju City Approves Promotion of 214 Personnel Including 4 to Grade 3
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Gwangju Metropolitan City announced on the 23rd that it held a personnel committee meeting and approved the promotion of 214 people.
The vacancies due to retirement for service, honorary retirement, etc., include 4 at grade 3, 15 at grade 4, 32 at grade 5, 57 at grade 6, 68 at grade 7, and 38 at grade 8.
This promotion was based on the personnel principle centered on ‘work and performance,’ and for director and section chief levels, comprehensive consideration was given to managerial qualities and capabilities such as contribution to city administration, work execution ability, crisis management skills, reputation, and the date of appointment to the current grade.
For grade 5 and below, the objective evaluation criteria of the promotion candidate list ranking were respected, while also considering balanced personnel placement among departments and selecting outstanding performers to invigorate the organization.
Joo Jaehee, promoted to grade 3 and appointed as Innovation Communication Planning Officer, is a grade 5 public official who has demonstrated capabilities in various fields such as planning, informatization, and investment attraction.
In particular, he was recognized for his contribution to the stable operation of the Gwangju Innovation Promotion Committee, which marked its 3rd anniversary, and for continuously expanding and improving communication channels with citizens such as Baro Communication Gwangju, Jikso Civil Complaints, Citizens’ Rights Committee, National Design Group, and Subsidy 24.
Kim Jonghwa, Personnel Policy Officer, served as secretary general for two years and oversaw personnel innovation tasks during the 7th local government administration. Notably, he implemented communication and capacity development programs with MZ generation public officials, expanded the core issue task force, and introduced a total volume system for avoiding heavy workload tasks. As a result, he won the grand prize at the Ministry of the Interior and Safety’s Personnel Innovation Competition last year and the top prize again this year, achieving the honor of winning for three consecutive years since 2019.
Especially this year, he was selected as an excellent institution for personnel exchange and balanced personnel by the Ministry of Personnel Management evaluation, achieving a triple crown in central evaluation in the field of personnel innovation.
Kim Jongho, acting at grade 3 and head of the Parks and Greenery Division, is a professional bureaucrat in architectural administration who has served as head of the Architectural Equipment Department of the Comprehensive Construction Headquarters, head of the Architecture and Housing Division, and head of the Urban Landscape Division. Amid difficulties faced by the private park special project in areas such as Central District 1, he took on a key role and demonstrated his unique driving force. He was recognized for stabilizing the project, securing over 90% of the park area, and creating a nationwide model case such as reinvesting excess profits into public goods.
Kim Yonghwan, promoted to the position of Director of the Health and Environment Research Institute and formerly head of the Animal Hygiene Testing Laboratory, is a veterinarian who has demonstrated crisis management capabilities in the quarantine field and is highly trusted within the organization. He is expected to lead rapid and accurate COVID-19 testing and support the prompt response of quarantine authorities.
In addition, many public officials who have contributed to city administration achievements in various fields such as COVID-19 response, urban infrastructure, industry, jobs, innovation, and planning were promoted.
Except for the largest promotion scale during the 7th local government administration due to special circumstances such as the opening of the Free Economic Zone Authority in January, this time 214 people were promoted, which is more than in previous years.
Gwangju City plans to complete personnel transfers for grade 5 and below by January 12, following the transfer of executives at grade 4 and above as of January 1, and to steadily promote city administration issues.
