According to the county council on the 21st, a total of 39 agenda items were processed during this extraordinary session, including the 4th supplementary budget proposal, 36 ordinances and regulations, and 1 consent item.
At the 3rd plenary session held that day, the county council approved the 4th supplementary budget proposal as originally planned, which had been comprehensively reviewed by the Budget and Accounts Special Committee on the 17th.
As a result, the 4th supplementary budget was finalized at 747.3 billion KRW, an increase of 11.3 billion KRW (1.54%) from the originally approved budget.
A total of 36 ordinances and regulations were processed during this session, among which 22 follow-up local autonomy regulations related to the amended Local Autonomy Act, including the "Muan-gun Residents' Ordinance Proposal Ordinance" and the "Muan County Council Local Government Officials Personnel Rules," were all approved as originally proposed.
Accordingly, the county council plans to complete all follow-up preparations within the year to ensure the institutional settlement before the law takes effect on January 13 next year, including the independence of the council’s personnel authority and the introduction of policy support professional personnel.
Meanwhile, the county council issued a statement on the same day urging the government to proactively isolate the market for surplus rice.
In the statement, the council strongly criticized the government's lukewarm response, saying, "Although the conditions for market isolation have already been sufficiently met, the government continues to remain passive," and "The government must immediately take proactive market isolation measures for the surplus supply so that the farmers' cries do not turn into desperate screams."
Chairman Kim Dae-hyun said in his closing remarks, "I thank all the residents who did their best in their respective positions despite various difficulties throughout the year," and added, "In the new year, the Muan County Council will focus all its capabilities on writing new hope together with the residents."
