KCC Revises 'Broadcast Evaluation Rules' to Be Applied Starting Next Year
[Asia Economy Reporter Cha Min-young] Starting next year, the Korea Communications Commission (KCC) will strengthen point deductions for false reports in broadcasting evaluations it oversees, and expand the scoring for the operation of viewer advisory committees. Bonus points will also be introduced for inter-Korean broadcasting programs and disaster alert broadcasts targeting people with disabilities.
On the 15th, the KCC announced that it had passed a partial amendment to the "Regulations on Broadcasting Evaluation" at its plenary meeting, focusing on these points.
The revised regulations expand point deductions related to court rulings on false reports. The KCC explained that this is to prevent social problems and viewer harm caused by the spread of false information and to ensure that the principles of journalism are not compromised.
To enhance the public responsibility of broadcasting, the KCC expanded the scoring for the evaluation items related to the operation of viewer committees, and established evaluation methods such as management attendance and the operation of a permanent channel for viewer committee members. The scoring for the broadcast time slots of viewer evaluation programs was also increased.
To restore ethnic homogeneity, evaluation items for inter-Korean broadcasting program scheduling and for conducting separate disaster alert broadcasts for people vulnerable in disaster situations, such as those with disabilities, were newly established and given bonus points.
Additionally, an evaluation for the operation of a self-regulation system to ensure broadcasters comply with their own code of ethics was introduced, and a new evaluation item was created to guarantee the rights and interests of child and adolescent performers in the broadcasting production field.
Han Sang-hyuk, Chairman of the Korea Communications Commission, stated, "With this amendment to the 'Regulations on Broadcasting Evaluation,' we expect broadcasting evaluations to contribute to enhancing the public responsibility of broadcasting and improving the quality of broadcasting programs."

Broadcasting evaluations are reflected at a certain rate in the re-licensing and re-approval reviews of broadcasters according to the Broadcasting Act. The revised regulations will be applied starting from broadcasting performance evaluations from January 1 of next year.
