View original image[Asia Economy Reporter La Young-cheol] The civilian access control line (Civilian Control Line, CCL) in the Yeoncheon area of Gyeonggi Province is expected to be lifted from about 26㎢ of the control protection zone in 2024, expanding residents' farming activities and property rights to the north.
Yeoncheon County announced on the 2nd, "On the 1st, we signed a memorandum of agreement to lift 26㎢ of the area around the 28th Infantry Division of the Army and Wangjing-myeon and Jung-myeon from the control protection zone and move the CCL northward."
About 95% of Yeoncheon County's total area of 676㎢ is a military facility protection zone, of which the control protection zone covers 237㎢ (37%).
Yeoncheon County plans to complete the northward adjustment of the CCL in 2024 by obtaining approval for donation and acceptance from the Ministry of National Defense, designating a project implementer, and proceeding with project plan approval, implementation plan approval, and completion procedures within this month.
Yeoncheon County and military authorities intend to promote the project after resolving issues such as ownership and maintenance according to legal procedures.
Earlier, since August, Yeoncheon County held practical consultations with the Ministry of National Defense and the relevant units, proposing a plan to create alternative facilities based on the Defense and Military Facilities Business Act and transfer them to the Ministry of National Defense, finally leading to the signing of a legally binding memorandum of agreement.

A Yeoncheon County official said, "Once the northward CCL project is completed, Yeoncheon residents will be guaranteed free farming activities and property rights," adding, "It is also expected to have practical effects such as population inflow into the region."
