Korean National Police University and Korean Police Science Association Hold Academic Seminar on 'Development Plans for the Autonomous Police System'
[Asia Economy Reporter Lee Gwanju] On the 1st at 2 p.m., the Korean National Police University held an academic seminar on the theme of 'Development Plans for the Autonomous Police System' at the Korean National Police University in Asan-si, Chungnam, jointly with the Korean Police Science Association. This seminar was organized to review the achievements and reflections of the autonomous police system, which was fully implemented on July 1 this year, and to explore future directions.
The first presenter, Jang Ilsik, a researcher at the Korean National Police University, stated, "The city/provincial autonomous police committees, which are consensus-based administrative bodies under the jurisdiction of the city/provincial governors, perform their duties independently, but face difficulties in the field due to various limitations," and added, "From an operational perspective, improvements are needed, and within the scope of current laws, authority should be exercised with budget allocation and transformed into a virtuous cycle structure."
Also, Professor Choi Jong-sul of Dong-Eui University gave a presentation titled 'Development Plans for Autonomous Police Affairs to Enhance Citizen Perception.' Professor Choi proposed that each autonomous police committee take the lead in developing resident-centered policing services, discovering region-specific specialized policing services, and developing policing service models through public-private cooperation. He also suggested a linkage process and model between police administration and general administration involving resident councils and experts.
Lee Cheolgu, president of the Korean National Police University, said, "As this is the first starting point to provide opportunities for free discussion and research, such as professional education and seminar hosting for autonomous police members, I ask for special efforts to ensure that practical research outcomes are reflected in the autonomous police committees and policy departments."
