Gangnam-gu and Seoul Medical Center Jointly Block Administrative Lawsuits on Apartment Complexes
Jung Soon-gyun, Gangnam District Mayor, Protests: "Is the Construction of Apartment Complexes in the Heart of Gangnam a Response to the Absolute Support of 73.5% of Gangnam Residents?"
[Asia Economy Reporter Park Jong-il] Gangnam-gu (District Mayor Jung Soon-gyun) strongly opposed the decision made on the 26th by the Seoul Metropolitan Urban Architecture Joint Committee to approve the amendment to the district unit plan for the Samseong-dong International Exchange Complex District, which allows the construction of apartment complexes on the southern site of Seoul Medical Center, and announced that it will use all possible means, including administrative litigation, to block it.
Mayor Jung Soon-gyun held an online press conference that morning and said, “Gangnam-gu has been proposing alternatives for apartment complexes and requested a meeting with Mayor Oh Se-hoon to resolve this issue through dialogue and compromise, but Seoul City did not respond at all.” He questioned, “Is building apartment complexes on the Seoul Medical Center site in the heart of Gangnam, through Mayor Oh Se-hoon’s unilateral push, a way to repay the overwhelming support of 73.5% from Gangnam residents in the April 7 Seoul mayoral by-election?”
Gangnam-gu had proposed to Seoul City an alternative plan to supply about 800 additional apartment units by developing the Cowon Energy site in Daechi-dong and increasing the floor area ratio in Guryong Village, Gaepo-dong, as an alternative to Seoul City’s plan to build apartment complexes on 20-30% of the aboveground total floor area of the southern site of Seoul Medical Center in exchange for the Songhyeon-dong site.
Mayor Jung Soon-gyun pointed out, “While the government’s August 4th measures to supply 3,000 public housing units on the northern site of Seoul Medical Center remain unresolved, Seoul City’s plan to additionally build apartment complexes on the southern site does not align at all with the purpose of the International Exchange Complex District unit plan or the future development of Gangnam.”

Gangnam-gu plans to file an administrative lawsuit at the Seoul Administrative Court against Seoul City as soon as possible, requesting the withdrawal of Seoul City’s plan to supply 3,000 housing units on the northern site of Seoul Medical Center and additionally supply apartment complexes on the southern site, which would result in supplying apartment complexes on about 65% of the entire Seoul Medical Center site, arguing that this does not conform to the intended use of the International Exchange Complex District unit plan.
