[Asia Economy Reporter Jongil Park] Yeongdeungpo-gu (Mayor Chae Hyun-il) and Yeongdeungpo-gu Council (Chairman Go Gi-pan) signed a business agreement on the 24th to establish 'independence of personnel authority in local councils' and 'a cooperative personnel management system.'
This agreement follows the full revision of the Local Autonomy Act, which focuses on strengthening the independence and transparency of local councils. It aims to ensure the stable establishment of personnel authority independence in local councils, scheduled to be implemented on January 13, 2022, balanced personnel allocation between the two institutions, and the establishment of an efficient personnel cooperation system.
The signing ceremony took place on the afternoon of November 24 at the Yeongdeungpo-gu Office Communication Room, where Yeongdeungpo-gu Mayor Chae Hyun-il, Yeongdeungpo-gu Council Chairman Go Gi-pan, Operations Committee Chairman Yoo Seung-yong, and related officials attended and signed the agreement, finalizing the deal.
The main contents of the agreement include ▲surveying employees wishing to work at the council and mutual consultation for personnel allocation ▲matters regarding personnel replenishment and establishment of staff quotas in case of long-term vacancies ▲integrated operation of training programs ▲establishment and abolition of specific welfare benefits ▲operation and management of information systems related to electronic approval, personnel management, and training for efficient work processing.
Additionally, to facilitate smooth implementation of the agreement and establish detailed operational standards, the 'Yeongdeungpo-gu and Council Personnel Management Council' will be formed soon to finalize specific execution plans and related procedures.
With this agreement, the district expects to lay the foundation for mutual trust and cooperation with the council, achieving a personnel management system satisfactory to both institutions.
Chairman Go Gi-pan stated, “With the full revision of the Local Autonomy Act, we expect a new era of local autonomy where residents are the owners to blossom.” He emphasized, “Ahead of the independence of personnel authority, we signed a business agreement with the executive branch to ensure the autonomy and independence of the local council proceed without any setbacks.”
