Suncheon-si 'Yeonhyangtteul Urban Development Project' Resident Briefing Session Held
Providing a Place for Communication with Citizens to Build Consensus
[Suncheon=Asia Economy Honam Reporting Headquarters Reporter Lee Hyung-kwon] Suncheon City, Jeollanam-do (Mayor Heo Seok) announced on the 6th that it held a public hearing (project briefing session) for the Yeonhyangtteul Urban Development Project at the Suncheonman National Garden International Wetland Center Conference Hall on the 1st.
This public hearing was planned by the city to provide an opportunity to communicate with citizens both face-to-face and online (YouTube broadcast) and to hear various opinions from experts.
The public hearing proceeded with the presentation of the opposition stance on the project by Heo Yoo-in, chairman of the Suncheon City Council, followed by a presentation on the necessity and key issues of the Yeonhyangtteul development project by the city’s urban department head, then a discussion involving external expert professors and architects, and responses to citizens’ questions.
During the designated discussants’ debate, various expert opinions were presented, including the functional role designation and additional securing of future land (White Zone) related to land use planning, placement of symbolic buildings adjacent to the Palmao Intersection, and arrangement of play spaces.
In response to a citizen’s question asking, “Is there a lot of conflict between the Suncheon City Council and the executive branch?” the city answered, “There is no conflict with the city council; we are currently requesting opinions,” and explained the future project promotion plans and land use plans.
Regarding the apartment complexes, which have become an issue in the Yeonhyangtteul Urban Development Project, the city explained that the Ministry of the Interior and Safety’s investment review contents were reflected to secure minimum project feasibility and to prepare for urban hollowing and slum formation in case of economic downturn. The current promotion stage has completed the first phase of central investment review and is now in the second phase of development plan establishment. Many procedures remain until the final project plan confirmation stage, the implementation plan, and the city plans to actively reflect more citizens’ opinions and ensure feasibility.
Additionally, regarding the securing of additional future land (reserved land), anchor facilities, and children’s play facilities (theme park), the city is reviewing the introduction of public projects and additional future land for corporate attraction. To introduce an anchor facility symbolizing Yeonhyangtteul, the city is considering a hotel and the relocation site of KBS Broadcasting Station near Palmao Intersection. Regarding the claim to attract children’s play facilities (theme park), the city stated that unless it is a financially strong company or large corporation, it is basically difficult to operate and there are investment attraction issues. Therefore, as a realistic alternative, the city is planning a large-scale “Miracle Playground,” a pride of Suncheon City, in the green axis plaza.
Citizens who attended the public hearing said that the session was meaningful and helped resolve doubts, and they hoped the project would proceed promptly with appropriate compensation.
They also said, “Since a common opinion was presented that the Yeonhyangtteul Urban Development Project is necessary and should be developed, the contentious issues should be discussed and an efficient land use plan should be established.”

A city official stated, “You can watch the public hearing by searching ‘Yeonhyangtteul Urban Development Project Public Hearing’ on YouTube, and to ensure the successful development of Yeonhyangtteul, we will proceed with the project while listening to and reflecting more citizens’ opinions during the promotion process.”
