Bottleneck in Rating Review Worsens Due to OTT Expansion
Processing Time Usually 7 Days, Extended to an Average of 12 to 16 Days
The expansion of the online video service (OTT) market has led to delays in the rating review of video content. According to Park Jung, a member of the National Assembly's Culture, Sports and Tourism Committee (Democratic Party), the number of video rating review requests increased from 6,626 in 2019 to 7,957 the following year. This year, as of August, 10,351 requests have been received.

The surge in requests has caused a bottleneck. The average processing time for rating classification, which usually took about 7 days, has increased to 12 to 16 days. For globally popular titles like "Ojingeo Geim" (Squid Game) and "Kingdom: Ashin of the North," it took 21 days from application to final approval. Park stated, "The pre-rating classification system for video content is an unnecessary regulation unprecedented even abroad," adding, "We must promptly adopt the 'self-rating classification system' implemented by major content powerhouse countries to support the growth of the domestic industry and expand consumers' access to content."
