Park Beom-gye "Promoting Search and Seizure of Residence if Electronic Ankle Bracelet is Damaged... Also Establishing a Rapid Investigation Team"
[Asia Economy Reporter Kim Hyung-min] Park Beom-gye, Minister of Justice, announced that he will "establish fundamental measures to prevent recidivism" in relation to the case of Kang Yoon-sung (56), who damaged an electronic monitoring device (electronic ankle bracelet) and murdered two women.
Minister Park made this statement on the afternoon of the 3rd during a briefing on 'Recidivism Prevention Measures for Electronic Monitoring Subjects' held at the Seoul High Prosecutors' Office.
The Ministry of Justice plans to improve the system so that if an electronic ankle bracelet is damaged, the subject's residence can be immediately searched and seized. Additionally, a rapid investigation team will be established at probation offices to create a real-time investigative response system.
A proactive response system for high-risk sex offenders will also be established, and psychological treatment and recidivism risk assessments will be expanded and strengthened. Furthermore, information-sharing systems will be reinforced in cooperation with the police, and collaboration with the prosecution will be enhanced in areas such as warrant applications.
Minister Park stated, "Yesterday, I personally visited the relevant probation office and confirmed deficiencies in the high-risk subject management system, including insufficient information sharing between prisons and probation offices regarding high-risk information of subjects, and lack of communication among staff concerning probation violations."
He added, "A high-risk subject management system with one to two personnel per probation office needs to be implemented immediately. It was also found that the violation patterns of the subject's pre-crime outing bans and the violation patterns at the time of the crime were identical, which should have been given special attention, but were handled in a routine manner."
He continued, "There was a lack of preparation and understanding of the work guidelines and manuals related to the special judicial police (special investigation police) system at probation offices, which has been in effect since June. The cooperation system with the police is not institutionalized, and the organic cooperation system with the prosecution in warrant applications also needs to be reviewed."
