Increase in Scholarship Support for Sections 5-8... Moon: "Closer to Practical Half-Price Tuition"
[Asia Economy Reporter Lee Ji-eun] President Moon Jae-in evaluated the government's joint 'Youth Special Measures' on the 24th, saying, "At an individual level, it has become closer to a practical half-price tuition." The measures reported on this day include increasing scholarship support amounts for sections 5 to 8 starting next year, and fully supporting tuition fees for the third or higher university students in multi-child families and the second or higher university students in basic livelihood security and near-poverty households.
The Blue House announced that President Moon received a report on the 'Youth Special Measures' jointly established by the Youth Policy Coordination Committee, the Blue House, and government ministries at the Blue House in the afternoon.
The preliminary report was attended by the Director of the Office for Government Policy Coordination, the Director of the Youth Policy Coordination Office, the Chief of Staff to the President, the Director of Policy, the Senior Secretary for Political Affairs, the Senior Secretary for Economic Affairs, the Senior Secretary for Jobs, the Senior Secretary for Social Affairs, and the Youth Secretary.
The newly prepared Youth Special Measures consist of five major areas?jobs, education, housing, welfare, and participation/rights?under three main directions: overcoming the COVID-19 crisis, closing the gap within the youth generation, and supporting future leaps. These will be announced at the Youth Policy Coordination Committee meeting chaired by the Prime Minister on the 26th.
President Moon said, "It seems that the Youth Policy Coordination Committee has made efforts to faithfully reflect the diverse voices of young people through regional tour meetings, joint meetings, and policy consultations with related ministries."
Regarding the plan to increase scholarship support amounts for sections 5 to 8 starting in 2022, President Moon said, "Although it was half-price tuition at the total amount level, many middle-class families did not feel the effect of half-price tuition, but with this plan, it has become closer to practical half-price tuition at an individual level."
He also described the significant increase in scholarship support for university students from basic livelihood security and near-poverty households and the full tuition support for the third or higher university students in multi-child families and the second or higher university students in basic livelihood security and near-poverty households as 'encouraging,' adding, "Unlike policies that require future budget allocation or legal amendments, this has already been reflected in the 2022 government budget, so young people will be able to feel the effects immediately."

Meanwhile, President Moon instructed, "Pay attention to the widening gap within the youth generation deepened by COVID-19, support 'more broadly and more deeply' to enhance the perception and effectiveness of youth policies, and strengthen public-private cooperation so that large corporations, financial institutions, and public enterprises expand regular employment."
