3 out of 10 Non-Regular Workers Experienced 'COVID-19 Job Loss'... Workplace Bullying 119 Survey Results
[Asia Economy Reporter Jeong Dong-hoon] It has been revealed that the damages such as job loss and income reduction caused by the COVID-19 crisis have been concentrated among non-regular workers.
According to the results of the second quarter survey this year on 'COVID-19 and Changes in Work Life' released by Workplace Gapjil 119 on the 27th, 16.1% of workers responded that they had experienced job loss since January last year when COVID-19 began.
By employment type, 31.0% of non-regular workers reported experiencing job loss. This is five times higher than regular workers (6.2%). The job loss experience rate of non-unionized workers (19.1%) was 3.6 times that of union members (5.3%), and workers at workplaces with fewer than 5 employees (28.7%) had 2.6 times higher job loss experience than those working at workplaces with 300 or more employees (11.1%).
This survey, commissioned by Workplace Gapjil 119 to the public opinion research firm Embrain Public, was conducted online from the 10th to the 17th of this month targeting 1,000 workers aged 19 and older.
Among those who lost their jobs, only 34.2% responded that they received unemployment benefits. While 51.4% of regular workers received unemployment benefits, only 29.0% of non-regular workers did.
Compared to January last year, 31.7% of respondents said their income had decreased. The rate of income reduction among non-regular workers (53.8%) was 3.2 times higher than that of regular workers (17.0%). By wage level, low-wage workers (50.7%) experienced income reduction 2.7 times more than high-wage workers (18.9%). Since January last year, 20.7% reported experiencing involuntary leave. The rate of involuntary leave experience was also 2.6 times higher for non-regular workers (33.0%) than regular workers (12.5%), and 2.3 times higher for low-wage workers (29.1%) than high-wage workers (12.6%).

Non-regular workers, workplaces with fewer than 5 employees, and low-wage workers were found to be in blind spots of social insurance coverage. The non-enrollment rates in social insurance for non-regular workers by employment type were 55.8% for National Pension, 53.0% for Health Insurance, and 48.8% for Employment Insurance, which are 7 to 19 times higher compared to regular workers (National Pension 6.2%, Health Insurance 2.8%, Employment Insurance 6.7%).
