Daegu, Jeonju, and Saemangeum to be Developed as 'Carbon Neutral' Smart Green Industrial Complexes
[Asia Economy Reporter Moon Jiwon] The Ministry of Land, Infrastructure and Transport announced on the 21st that it will promote the Daegu Yulha Urban High-tech Industrial Complex, Jeonju Carbon National Industrial Complex, and Saemangeum National Industrial Complex as pilot projects for smart green industrial complexes.
Smart green industrial complexes are industrial complexes that promote digitalization of resident companies, infrastructure, residential facilities, and support facilities, energy self-sufficiency, and eco-friendliness in accordance with the Act on Industrial Location and Development.
Existing industrial complexes have low energy efficiency and emit large amounts of greenhouse gases and fine dust, making it necessary to establish smart green industrial complexes to respond to the new international order of carbon neutrality.
According to the revised enforcement decree of the Act on Industrial Location and Development, which will take effect on the 23rd, in the future, buildings with a total floor area of 3,000㎡ or more in smart green industrial complexes, as designated by district unit plans, must obtain green building certification and energy efficiency grade certification.
Also, to encourage active participation of resident companies in smart green industrial complexes, when installing renewable energy facilities on factory roofs or idle land or constructing green buildings, industrial facility sites may be supplied preferentially or at prices lower than the development cost.
The government selected the Daegu Yulha Urban High-tech Industrial Complex and Jeonju Carbon National Industrial Complex as pilot complexes. For the selected complexes, tailored support for smart green projects of related ministries will be provided through the revised enforcement decree.
Incentives such as reduced prices for industrial facility land sales and priority supply will also be provided to companies implementing smart green elements.

Baek Won-guk, Director of Land Policy at the Ministry of Land, Infrastructure and Transport, said, "To achieve carbon neutrality by 2050, it is important to establish a carbon emission reduction plan from the initial planning stage of industrial complexes," adding, "We will develop the three pilot complexes as successful models of low-carbon, high-efficiency energy structures."
