Nowon-gu Takes Active Steps to Maintain and Transfer Apartment Security Guard Employment and Improve Working Conditions

[Asia Economy Reporter Jong-il Park] Nowon-gu (Mayor Oh Seung-rok) is promoting the ‘Basic Facility Support Project for Apartment Security Guards’ to maintain and transfer the employment of apartment security guards and improve their working conditions.
Instead of leaving the recently highlighted issues of mass termination of apartment security guards’ employment and their poor treatment and working conditions solely to the private sector, the district has decided to take a more active role.
In May, the district fully revised the ‘Ordinance on Employment Stability and Human Rights Promotion of Apartment Security Guards in Nowon-gu, Seoul’ to establish the legal basis for this project.
The project targets multi-family housing complexes in the area that employ security guards, providing up to 10 million KRW per apartment complex.
The support covers necessary facility construction such as installing insulated sashes in security guard posts and break rooms, replacing toilets with Western-style toilets, and installing electric water heaters and shower facilities.
Apartments selected for support must maintain and transfer employment for all security personnel for at least two years.
The application period is from the 11th to July 9th. Applicants must submit the application form, meeting minutes approved by the residents’ representative meeting, and security employment contracts to the Multi-family Housing Support Division on the 3rd floor of the district office.
The district will distribute guidance documents listing required application materials by registered mail to 259 apartment complexes in the area by the 11th, and related application forms will also be posted on the Nowon-gu Office website (Open Administration / Administrative Data Room).
Once the support recipients are confirmed in July, the residents’ representative meeting (or the entity managing the maintenance fees) will sign an agreement with the district, carry out the construction according to the submitted plan, and submit the settlement report to the district.
The district stated that it plans to prepare various incentives, such as disadvantages for apartment complexes that reduce security guard employment or neglect poor working conditions when applying for multi-family housing support projects, and incentives for excellent apartments.
Meanwhile, the district allocated a budget of 200 million KRW in January this year to support up to 480,000 KRW per air conditioner installed in security offices. As of the end of May, 383 air conditioners have been requested in 33 complexes, enabling security guards to work in a more comfortable environment starting this summer.
