With advance applications for the third phase of new towns scheduled for July, the housing market is bustling. The government is inspecting the system to ensure there are no disruptions in the application process, while those without homes are carefully reviewing the application requirements and refining their plans to purchase a home. In particular, prospective applicants must be careful not to become "ineligible applicants" due to errors in entering application information.
Housing applications can be submitted through the online service "Cheongyak Home" or through "Resident Savings Handling Institutions" that act as application agents, though most applications are made via Cheongyak Home. As long as applicants complete simple steps such as identity verification and consent to provide personal information, the application process is straightforward and convenient.
However, due to the complexity of eligibility requirements, misunderstandings about the residency qualification system, and input errors in the online application system-such as entering the wrong household member's name, duplicate applications by household members, incorrect information about home ownership status, period of not owning a home, or disqualifying reasons-many cases of "ineligible cancellations" have occurred after applicants were selected.
According to data submitted by Yang Kyungsook, a member of the Democratic Party of Korea, to the Korea Real Estate Board on June 5, there were a total of 112,553 cases of cancellations due to ineligible selection over the past five years, accounting for 10.2% of all successful applicants. By year, there were 29,034 cases in 2016, 21,807 in 2017, 19,884 in 2019, and 19,101 in 2020. In 2021, up to April, there had already been 3,758 cases.
The most important point to be mindful of when entering application information is the score calculation. Looking at the types of ineligible applicants over the past five years, 80,264 people-accounting for 71.3% of all ineligible applicants-lost their opportunity to acquire a home due to errors in application score calculation. Other major cases include violations of re-selection restrictions, violations of the supply criteria for households without homes, and breaches of special supply frequency limits.
Those who become "ineligible applicants" due to minor input mistakes lose their opportunity to purchase a home, and their chances of being selected for residency are also restricted for a certain period. This not only results in the loss of a homeownership opportunity for the individual but also leads to social waste in terms of opportunity costs, such as the time and effort invested to secure an acquisition chance. Therefore, it is essential to thoroughly review the application notice and eligibility requirements.
Meanwhile, the total number of advance application units this year is set at 32,000. Starting with 4,400 units in Incheon Gyeyang in July, there will be 9,100 units in Namyangju Wangsuk 2 in October, 4,000 units in Hanam Gyosan in November, and 12,700 units in Bucheon Daejang, Goyang Changneung, and Namyangju Wangsuk in December.
