Gwangsan-gu, Gwangju Launches Full-Scale 'Hospital Companion Service for Health Vulnerable Groups'
Launch of the National Policy Design Team
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Gwangsan-gu, Gwangju Metropolitan City, is operating a ‘National Policy Design Group’ to concretize the hospital accompaniment (Hubblence) service for vulnerable health groups.
On the 27th, Gwangsan-gu held the inauguration ceremony of the ‘2021 Gwangsan-gu National Policy Design Group’ with about 20 participants including experts in the field related to the hospital accompaniment service for vulnerable health groups, citizens, and related public officials.
National policy design is a process in which citizens directly participate in the policy process to create innovative services.
It is a ‘citizen-participatory policy model’ where various stakeholders such as policy demanders (citizens), suppliers (public officials), and service designers identify the needs of the target group and derive solutions.
Gwangsan-gu’s ‘Safe Hospital Accompaniment Hubblence Service for Vulnerable Health Groups’ was selected last month as an excellent support project of the 2021 National Policy Design Group hosted by the Ministry of the Interior and Safety.
This policy supports a one-stop social service from hospital accompaniment to pharmacy use for citizens who are vulnerable health groups requiring continuous hospital visits and have difficulty with family care, helping them use hospitals appropriately.
The district aims to build a medical and care system responding to a super-aged society centered on this service.
The National Policy Design Group is responsible for specifically designing policies and implementation plans for this purpose. It consists of 15 members including experts in each field, citizens, and service designers, and plans to hold more than 10 workshops and discussions by October.
Along with this, for the ‘Hubblence Service,’ 10 professional personnel including nursing staff will be supported through the new middle-aged job project promoted by the Gwangsan Citizen Allowance.
Together Gwangsan Sharing Culture Foundation will support the ‘Byeopssi Hantol’ project fund for mobility support, and Gwangju Medical Welfare Social Cooperative will cooperate in training dedicated personnel and linking care services.

Kim Samho, mayor of Gwangsan-gu, said, “The hospital accompaniment Hubblence service for vulnerable health groups is a necessary social service in a super-aged society, something that must be done by someone,” and added, “Through the National Policy Design Group, we will incorporate more ideas into this policy and develop it into a ‘one-stop social care system.’”
