Jeonnam Province Autonomous Police Committee Officially Launches on the 25th

On the 17th, the province announced that it has completed the qualification verification process for the members recommended by various institutions regarding the autonomous police system to be fully implemented nationwide on July 1, and will appoint the chairman and members who will lead the Jeonnam Provincial Autonomous Police Committee on the 25th.
Prior to this, on the 10th, the Autonomous Police Committee Secretariat was organized into one bureau, two divisions, and five teams, and 21 provincial and police officials were assigned.
In addition, as a result of inquiries to political parties, the Election Commission, and former workplaces regarding the seven members recommended by each institution, all were notified to have no disqualifications under the law.
Subsequently, to review the legal qualifications of the committee candidates and conduct a more objective verification, the Jeonnam Personnel Committee was consulted, which responded, “Although there are some regrets about the composition, under the current system, the governor has no authority to reject or request re-nomination, so the current candidates will be appointed, and prior legislative amendments or system improvements are necessary.”
Regarding the controversy over the candidates’ qualifications raised by the Provincial Council and others, the National Police Agency, the competent authority for the relevant laws, interpreted that “It is inappropriate for the governor to refuse appointment or request re-nomination despite no disqualifications, considering the provisions of the current ‘Act on the Organization and Operation of National and Autonomous Police’ and the legislative intent of political neutrality.”
Accordingly, the province plans to proceed in line with the nationwide implementation date, addressing concerns arising from the governor’s lack of veto power, difficulties in objectively proving facts, and potential infringement on the autonomy of recommending institutions, while supplementing various issues such as proposing legislative amendments.
In particular, to compensate for institutional limitations, the province plans to hire a human rights audit team leader within the secretariat as a fixed-term public official to support women, children, youth, and human rights-related tasks.
Additionally, methods such as appointing autonomous police policy advisors to supplement the women and human rights fields are being considered, and the province plans to diligently carry out the provision of community safety and security services without neglect by collecting residents’ opinions.
The autonomous police members appointed by Jeonnam Province this time include one legal professional, three academics, two former police officers, and one women and human rights expert recommended by various institutions. Six of them are from Jeonnam, making the committee composed of individuals well acquainted with the region.

Meanwhile, the province will ensure that the autonomous police system for resident-centered security services is properly established in local communities by conducting a pilot operation until the end of next month after the appointments, and fully implementing it from July 1.
