As of February, 106 local governments, accounting for 46% of the 228 local governments nationwide, are classified as at risk of extinction. Among them, eight counties in the province are designated as high-risk extinction areas.
Haenam-gun, classified as a region at risk of extinction, has decided to establish a regional extinction crisis response strategic plan and form a joint response consultative body to overcome the high-risk population decline issue and restore sustainability, while building consensus among residents.
At the launch ceremony of the regional extinction crisis response joint consultative body held on the 12th in the Haenam-gun Office situation room, 20 participants including the county, county council, and private experts from various fields took part in expert education and a forum for diagnosing, evaluating, and responding to the regional extinction crisis.
The consultative body will play a role in discovering feasible Haenam-type agendas by conducting regular weekly activities, expert consultations, and actively collecting opinions from the implementing departments. It plans to develop strategies and implement policies for each agenda.
The Haenam-type agendas will include policies in various fields such as agriculture, education, village enterprises and communities, climate change response, and food strategies. It aims to establish a cooperative system across the entire county administration, including jobs, marriage and childbirth, childcare, and education, for integrated response.

County Governor Myeong Hyun-gwan stated, “Despite national balanced development policies, a vicious cycle is repeating due to the acceleration of concentration in the metropolitan area and the formation of an unstable population structure caused by the outflow of young people.” He added, “We expect that operating a joint consultative body involving both public and private sectors will serve as an opportunity for the region to prepare self-help measures to overcome the crisis.”
