[Asia Economy Reporter Park Jong-il] Seongbuk-gu (Mayor Lee Seung-ro) held a 10th anniversary ceremony and workshop on the 11th to commemorate the formation of the Dong Community Security Council (hereinafter referred to as the ‘Dong Council’).
The Seongbuk-gu Dong Council was first established in May 2011, following the enactment of an ordinance, as the nation’s first council with 460 participants from 20 dongs, taking its first step.
Since then, it has been recognized as a model case of a resident-centered welfare delivery system and has realized the ‘Seongbuk-type welfare community where residents are happy.’
Over the past 10 years, the Dong Council has illuminated the community by alleviating welfare blind spots through discovering vulnerable groups at the dong level, linking local welfare resources, checking on vulnerable households, and discovering resources, thus comforting neighbors’ weary lives and ensuring no place remains difficult or dark.
Since 2015, the Social Security Benefits Act has also established the basis for the formation and activities of the Dong Council.
To promote the achievements of the Dong Council and the hard work of its members, Seongbuk-gu planned an event to celebrate the 10th anniversary of the Dong Council, which was held in a real-time broadcast format using online YouTube to prevent the spread of COVID-19 and to participate in social distancing.
At the ceremony, certificates of appreciation were awarded to 90 members who have consistently participated in activities for 10 years since the council’s inception, and a bouquet of appreciation was presented to Lee Geon-pyeong, a member of Jeongneung 1-dong who remains actively involved in the Dong Council activities even after turning 80.
Min Ji-seon, Director of the Welfare and Culture Bureau, who gave a special lecture, reflected on the 10-year history of the Dong Council and emphasized a commitment to a better future. Yoon Jae-sung, Chairman of the Dong Council Committee, expressed gratitude to senior members who have continuously worked for 10 years and pledged, “We will strive even harder to ensure that no care gaps occur for marginalized neighbors living increasingly difficult lives amid the COVID-19 situation.”
Lee Seung-ro, Mayor of Seongbuk-gu, said, “I offer my respect and gratitude to the members attending both online and offline,” and added, “The administration will also work hard alongside the Dong Council members who dedicate themselves to their neighbors in the field of life to make Seongbuk better.”
