Jeonnam Governor Kim Young-rok Requests Support for Local Issues Including Yeosun Incident Special Act
Meeting with Yoon Ho-jung, Democratic Party Floor Leader
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Kim Young-rok, Governor of Jeonnam Province, met with Yoon Ho-jung, Floor Leader of the Democratic Party of Korea, to request support for pending issues including the Yeosu-Suncheon Incident Special Act.
According to Jeonnam Province on the 4th, during the meeting with Floor Leader Yoon at the National Assembly, Governor Kim explained three key local issues and requested party-level cooperation and support.
The key issues proposed by Governor Kim were ▲ the enactment of the ‘Yeosu-Suncheon 10·19 Incident Special Act’ ▲ the establishment of a national medical school in Jeonnam ▲ and the hosting of the United Nations Climate Change Conference of the Parties (COP28).
Regarding the Yeosu-Suncheon 10·19 Incident Special Act, Governor Kim said, “The bill was scheduled to be discussed at the Public Administration and Security Committee’s full meeting on the 26th of last month, but due to disagreements between the ruling and opposition parties, it was not submitted to the agenda, resulting in the failure to pass it in the April National Assembly session. Since most of the bereaved families have passed away or are elderly, urgent truth verification and restoration of honor are needed, so please make every effort to ensure its passage at the May extraordinary session.”
On the establishment of the national medical school, he emphasized, “It is the aspiration of 2 million residents that has continued for over 30 years and is essential to overcome Jeonnam’s poor medical conditions. The establishment of a national medical school in Jeonnam is absolutely necessary. At the soon-to-be-resumed medical policy council, the establishment of the national medical school should be prioritized and confirmed, as Jeonnam is the only province nationwide without a medical school.”
Regarding the hosting of COP28, he stated, “Yeosu is a symbolic region that has shared marine environment and climate issues with the world through events such as the 2012 Yeosu World Expo and is the optimal location to realize South Korea’s carbon neutrality. To promote harmony between Yeongnam and Honam regions and to prepare sufficiently for the event, please finalize the venue as the 12 cities and counties in the southern coastal area of Jeonnam and Gyeongnam in the southern central region before the COP26 conference this November.”
Additionally, he said, “During your tenure as Chairman of the Legislation and Judiciary Committee last March, you greatly helped enact the ‘Korea Energy Engineering University Act,’ enabling the establishment of a world-class energy engineering university. I ask for full national-level support and interest, including budgetary support, to help Korea Energy Engineering University grow into a world TOP 10 engineering university.”

Floor Leader Yoon Ho-jung said, “The party will actively work to resolve Jeonnam’s regional issues,” and pledged, “We promise active support to ensure the passage of the Yeosu-Suncheon 10·19 Incident Special Act at the May extraordinary National Assembly session.”
