Vice Chairman Byeon, born in 1969, earned a bachelor's degree in Public Administration from Yonsei University and a master's degree in Business Administration from San Francisco State University in the United States. He entered public service by passing the 35th Administrative Examination in 1992 and has held key positions including Head of Investment Policy Division at the Ministry of Knowledge Economy, Commercial Attach? at the Embassy in Australia, Director of the Technical Regulation Response Bureau at the National Institute of Technology and Standards, Auditor of the Ministry of Trade, Industry and Energy, and Policy Planning Officer.
