Gwangju City Sets Direction for Regulatory Innovation... Full-Scale Implementation Begins
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Gwangju Metropolitan City announced on the 5th that it has set this year's regulatory innovation promotion direction as ‘Realization of Gwangju-type Regulatory Clean Zone’ and ‘Reorganization of Unreasonable Administrative Regulations Felt by Citizens’ and will begin full-scale implementation.
The main contents of regulatory innovation promotion include ▲discovering and improving regulatory relaxation measures that can support the rapid promotion of the Gwangju-type New Deal (Digital, Green, Human) through Gwangju's strategic industries (artificial intelligence, future cars, energy, etc.) ▲effective system improvement to create a business-friendly environment ▲expanding the sense of regulatory relief by focusing on discovering regulations in business sites and livelihood regulations.
In particular, through ‘reorganization of various unreasonable regulations’ such as simplifying administrative procedures and document submissions and removing entry barriers, the city will actively promote the creation of a business-friendly ‘Regulatory Clean Zone (Free Zone)’ where the economic activity autonomy of citizens and companies is maximally guaranteed.
To this end, Gwangju City, five autonomous districts, and 23 public institutions recognize the necessity of regulatory reform through regular meetings and training, and prepare measures to minimize inconvenience to citizens and companies by simplifying administrative procedures such as one-stop civil complaint processing during various permits and approvals.
In addition, to discover unreasonable regulations (laws, systems, etc.) experienced by citizens and companies in daily life, a ‘Livelihood Regulation Innovation Idea Contest’ will be held jointly with the Ministry of the Interior and Safety until the 7th.
Also, together with the Regulatory Improvement Promotion Team of the Office for Government Policy Coordination, Gwangju Jeonnam Small and Medium Venture Business Administration, and the Gwangju Jeonnam Regional Headquarters of the Korea Federation of SMEs, a public-private cooperation meeting body for regulatory reform will be formed to actively resolve management difficulties experienced by SMEs, small business owners, and self-employed people on site, operate a visiting local regulatory reporting center, and strengthen a collaborative system for continuous regulatory discovery and regulatory innovation.
Furthermore, a communication system will be established with special local administrative agencies in the Gwangju area to cooperate jointly in discovering regulations, and unreasonable local ordinances will be reorganized by strengthening the regulatory proof responsibility system.
