Gwangju Buk-gu, Achievements in Resident Autonomy Sector
[Asia Economy Honam Reporting Headquarters Reporter Kim Yukbong] Buk-gu, Gwangju Metropolitan City (Mayor Moon In) is showing achievements in the field of resident autonomy.
According to Buk-gu on the 22nd, following the selection of 3 neighborhoods last year, 2 neighborhoods were selected this year in the 'Gwangju-type Resident Autonomy Association Pilot Neighborhood Contest' conducted by Gwangju City, securing a project budget of 96 million KRW.
The Gwangju-type Resident Autonomy Association is a system that allows residents to participate as owners of the local community by discussing and deciding local issues together with residents.
In Buk-gu, starting with Im-dong selected by the Ministry of the Interior and Safety in 2013, resident autonomy associations are currently operated in a total of 9 neighborhoods, and unlike the existing resident autonomy committees, residents directly carry out tasks necessary for village development such as establishing autonomy plans, consignment projects, and resident general meetings.
Along with this, Buk-gu is also achieving remarkable results in central government department contests.
Since the 1st National Resident Autonomy Expo in 2001, Buk-gu has been recognized as the nation's leading local government in resident autonomy by winning the grand prize 3 times, the best award 6 times, the excellence award 32 times, the encouragement award 32 times, the special award 4 times, and the merit award 2 times, continuously for 19 years until last year.
Also, in December last year, Buk-gu was selected as the best institution nationwide in the 'Public Resource Opening and Sharing Service Evaluation' conducted for the first time targeting 243 local governments nationwide by the Ministry of the Interior and Safety, receiving the Minister of the Interior and Safety Award.
Buk-gu received favorable reviews for contributing to solving social problems and spreading a culture of sharing through sharing activities such as 'Shared Parking Lot', 'Uniform Sharing Permanent Store', 'Item Sharing Room', 'Shared Truck', and 'Our Neighborhood Learning Center'.
This month, Buk-gu was selected for the 'Resident Life Field Public Service Linkage Enhancement Contest' hosted by the Ministry of the Interior and Safety, and plans to establish a public interest-type business corporation linked with resident autonomy to provide public area life services such as village care.
Furthermore, in the 2021 'Gwangju City Village Community Support Project Integrated Contest', Buk-gu secured the largest number of 43 communities among the 5 autonomous districts of Gwangju, securing a project budget of 310 million KRW, focusing on revitalizing village autonomy.
Mayor Moon In of Buk-gu said, "Buk-gu, which was the best in the nation in the early days of resident autonomy introduction, has regained its past reputation in the 7th local government era thanks to the participation and cooperation of all 28 villages, continuous communication and innovation between the public and private sectors such as online resident autonomy education and resident opinion gathering in preparation for the post-COVID-19 era."
