Gwangju City Sends Advance Notice of Public Disclosure to High-Amount Habitual Tax Delinquents
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Gwangju Metropolitan City announced on the 11th that it has sent advance notice letters regarding the public disclosure of the list to high-amount and habitual defaulters of local taxes, local administrative sanctions, and charges selected through the Local Tax Deliberation Committee.
The subjects for public disclosure are defaulters who have overdue payments of 10 million KRW or more, with the overdue period exceeding one year as of January 1 this year. There are 178 individuals with a total overdue amount of 9.8 billion KRW and 222 corporations with 19.5 billion KRW, totaling 29.3 billion KRW.
This advance notice letter was prepared to encourage voluntary payment of overdue amounts and to provide an opportunity for explanation amid the ongoing COVID-19 situation since last year.
To be excluded from the public disclosure, during the explanation period until September, one must submit verifiable documents to the city showing that they are ▲ currently filing an objection to local taxes, ▲ have paid more than 50% of the overdue amount (including penalties), or ▲ are paying according to a collection deferral or rehabilitation plan approval decision.
Afterward, the final list will be confirmed through the Local Tax Deliberation Committee’s review in October and is scheduled to be disclosed on November 17.
The disclosed information includes the defaulter’s name, business name (including corporate name), age, occupation, address or place of business, details of the overdue tax items, payment deadlines, and summary of the overdue situation. If the defaulter is a corporation, the representative’s information will also be disclosed.

Jung In-sik, Director of the Taxation Division of the city, stated, “For high-amount and habitual defaulters who avoid payment despite having the ability to pay, we will actively enforce administrative sanctions such as property seizure, registration of public information with credit information companies, home searches, and travel bans to realize tax justice. At the same time, for livelihood-related defaulters, we will conduct field investigations and coordinate support with businesses and welfare departments.”
