Establishing Public-Private Cooperation System for Solving Diverse and Complex Welfare Issues: Integrated Case Management... [Asia Economy Reporter Jongil Park] In today's rapidly changing times, welfare needs are becoming more complex and diverse. Welfare issues that cannot be resolved by a single institution, organization, or service are increasing.
Dongdaemun-gu (Mayor You Deok-yeol) is focusing on building a public-private cooperation system and integrated case management to address these complex welfare issues.
A major driving force behind Dongdaemun-gu's integrated case management comes from Udongsabal. Udongsabal is the nickname for the Integrated Case Management Working Subcommittee of the Dongdaemun-gu Community Security Council, dedicated to the development of case management in Dongdaemun-gu.
Udongsabal, a public-private cooperation body composed of the Dongdaemun-gu Hope Welfare Support Group, Dream Star Team, 14 neighborhood community service centers, and public-private institutions, provides integrated linkage and services in welfare, health, housing, education, finance, and legal areas to local residents facing complex and diverse difficulties.
They also conduct continuous monitoring to support local residents in maintaining stable lives.
Despite restrictions on meetings and gatherings due to COVID-19 last year, Udongsabal held a total of 19 face-to-face and non-face-to-face meetings and 4 expert advisory meetings to share various experiences and resources between the public and private sectors.
Additionally, through the sharing public project called ‘Doumdatgi’ (Help Start), they supported hospital expenses for families facing sudden illness of a spouse and economic crises caused by COVID-19, and provided dental treatment costs for grandchildren in grandparent-headed households struggling to care for them during illness, identifying and supporting a total of 15 families in welfare blind spots.
Along with this, the district selected 447 households with complex problems and needs as case management targets through integrated case management and supported 837 customized services as needed.
The district also focused on strengthening the capabilities of Dongdaemun-gu integrated case managers. As a result, they applied with the theme ‘Understanding Trauma’ to the ‘2020 Integrated Case Management Field-led Learning’ project supported by the Korea Human Resource Development Institute for Health and Welfare and were selected as an excellent learning group in 2020.
Since October 2018, the district has also operated a Crisis Family Integrated Support Center in cooperation with Dongdaemun Police Station to conduct post-monitoring of households experiencing domestic violence.
Last year, through the Crisis Family Integrated Support Center, initial counseling was conducted for 1,159 households reported for domestic violence via 112, welfare information provision and service linkage were provided to 297 households, and 12 households were selected as high-difficulty cases for continuous case management to resolve complex needs within the family.
This year, to activate integrated case management, the district has established the 2021 Integrated Case Management Comprehensive Plan, which includes ▲ Happiness e-Eum system education visiting 14 neighborhood community centers to enhance the professionalism of case managers ▲ activation of case management study clubs at the neighborhood level ▲ operation of social welfare dedicated public officer study clubs ▲ face-to-face and non-face-to-face case management education using external instructors ▲ public-private workshops for case managers ▲ public-private cooperation meetings and regional case meetings to revitalize Udongsabal, the working subcommittee of the Community Security Council ▲ and discovery of crisis households using the Crisis Family Integrated Support Center, continuing support for households in crisis.
