Busan Police Agency Arrests 3 for 'Dwikung' Method Involving Rear Strikes; 31 Referred for Prosecution

[Asia Economy Yeongnam Reporting Headquarters Reporter Kim Yong-woo] A group that deliberately caused collision accidents by targeting vehicles that slightly crossed the center line or drove in the wrong direction on one-way streets to claim insurance money has been caught by the police.
During the investigation, a bizarre case was also revealed where they intentionally struck their fingers with a hammer to fracture them and disguised it as a traffic accident.
The group repeatedly used a method called the intentional impact ‘Dwigun’.
On the 24th, the Busan Metropolitan Police Agency announced that they arrested three people including Mr. A (34 years old), who collected 190 million KRW in insurance money on suspicion of insurance fraud using the ‘Dwigun’ method, and sent 31 accomplices including Mr. D (43 years old) to prosecution without detention.
Mr. A and the other two involved their prison acquaintances, lovers, and friends as accomplices and carried out fraudulent activities 18 times from July 2018 to May 2020.
They targeted vehicles violating traffic laws, such as those driving against traffic on one-way roads or crossing the center line due to illegally parked vehicles.
After prearranging roles of the front and rear cars with accomplices, the rear car deliberately collided with the front car to cause traffic accidents, then they were hospitalized and claimed settlement money, allegedly obtaining a total of about 190 million KRW.
The three arrested, including Mr. A, planned these insurance frauds and assigned roles of drivers and passengers to acquaintances such as prison mates in urgent need of money. When the insurance money was deposited by the insurance company, they collected the full amount and distributed the insurance money according to each role.
Mr. B (46 years old) is suspected of falsely reporting to the insurance company that he was injured in an accident after fracturing the left fingers of three accomplices by striking them with a hammer to claim a larger settlement.
A Busan Police Agency official advised, “Even if you are the offender who violated traffic laws, if insurance fraud is suspected, immediately report to the police or keep the black box footage and submit it to the insurance company or police later, which greatly helps prove the suspicion.”
The police decided to thoroughly investigate suspected insurance fraud by checking past reports and black box footage at the accident reporting stage to prevent damage to many honest insurance policyholders from automobile insurance fraud.

According to data from the Financial Supervisory Service, the total amount of insurance fraud detected in 2019 was 880.9 billion KRW. Among this, automobile insurance fraud accounted for 359.2 billion KRW, or 40.8%, indicating a serious level.
