Assemblyman Seodongyong Holds Meeting with Tenant Representatives of Namhae Onetteu Apartment in Gwangyang-eup
‘Gigeum Sutak Eunhaeng, Jutaek Dosi Bojeung Gongsa’ to Oversee Housing Fund Management and Supervision, Demand System Improvements and Accountability
[Asia Economy Honam Reporting Headquarters Reporter Lee Hyung-kwon] On the 23rd, National Assembly member Seo Dong-yong announced that he will continue to play a persistent and active role for the tenant representatives regarding the sale conversion of Namhae Onet Apartment in Gwangyang-eup.
On the 20th, Seo held a meeting with the representatives of the Emergency Countermeasures Committee for the Sale Conversion of Namhae Onet Apartment in Gwangyang-eup (hereinafter referred to as the Emergency Committee) at Seo Dong-yong’s local office to discuss measures for the sale conversion.
Currently, among the 851 households in Namhae Onet Apartment, about 200 households are eligible for priority sale based on the classification criteria of the rental business operator (Shinseong Construction Co., Ltd.). Of these, 100 households have completed the final payment for priority sale, but due to the rental business operator’s lack of funds for loan repayment, only 23 households have completed ownership transfer, while about 77 households have not been able to transfer ownership.
Additionally, 100 households have been notified that they are eligible for priority sale and are waiting.
The remaining 651 households, classified as ineligible for priority sale by the rental business operator, have hired lawyers and are currently engaged in litigation regarding their eligibility.
On this day, National Assembly member Seo Dong-yong, representatives and members of the Emergency Committee, and city council member Park Mal-rye attended to discuss measures related to the sale, and the Emergency Committee explained the progress so far and requested a more active role from the political sector.
In response, Seo Dong-yong said, “Considering the current situation, we must prepare detailed responses, keeping in mind the possibility of the rental business operator’s bankruptcy. There are issues in the management of the Housing and Urban Fund for public construction rental housing by the Ministry of Land, Infrastructure and Transport. I will review the negligence in management and supervision, demand system improvements, and hold responsible parties accountable if necessary,” promising to continue playing a persistent and active role.

Meanwhile, Seo Dong-yong has introduced as the main proposer amendments to the 「Special Act on Public Housing」 and the 「Special Act on Private Rental Housing」 to specify eligibility requirements for priority sale conversion of 5-year public rental housing and to strengthen sales conditions between operators to protect tenant rights. These amendments to the Rental Housing Act aimed at protecting tenants passed the plenary session at the end of last year and are scheduled to be enforced in March.
