Gwangju City Establishes and Promotes Standards for Infrastructure Maintenance and Performance Improvement
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Gwangju Metropolitan City announced on the 22nd that it will establish and implement the ‘Gwangju Metropolitan City Minimum Maintenance Standards for Infrastructure’ and the ‘Gwangju Metropolitan City Infrastructure Performance Improvement Standards’ for eight types of infrastructure including roads and rivers, the first of its kind nationwide, to maintain and improve the performance of infrastructure.
Recently, due to abnormal weather such as localized heavy rain and heavy snow caused by climate change, accidents related to urban infrastructure such as road subsidence, river flooding, and sewage backflow have occurred. In response to the growing need for infrastructure maintenance and performance improvement, Gwangju established an ‘Infrastructure Management Plan,’ which was approved by the Ministry of Land, Infrastructure and Transport last December and will be officially announced on the 23rd.
The ‘Infrastructure Management Plan’ aims to establish a framework for systematic management and proactive prevention of accidents related to infrastructure. Among the 17 metropolitan local governments, only Gwangju and Seoul have prepared such a detailed plan.
This announcement sets minimum maintenance standards for infrastructure, including ▲inspection and diagnosis ▲management and target grade setting ▲maintenance reporting and countermeasure establishment.
Additionally, standards for infrastructure performance improvement are included, such as ▲performance evaluation ▲selection of targets for performance improvement review ▲evaluation of suitability for performance improvement (technical, economic, and policy aspects).
Moon Beom-su, Director of the Citizen Safety Office of the city, said, “We have established the first infrastructure management plan and facility maintenance standards in the country in accordance with related laws for infrastructure directly linked to citizen safety. We will do our best to maintain and improve infrastructure performance through close cooperation with related departments.”

Meanwhile, the Ministry of Land, Infrastructure and Transport enacted the ‘Basic Act on Sustainable Infrastructure Management’ in April last year and began its enforcement in October of the same year.
