[Asia Economy, reporter Park Jongil] Seongdong District (District Mayor Jung Wono) will produce 900 copies of the "2021 Welfare System Changes" guidebook, which details the major welfare policies that have been revised or newly implemented this year, and distribute them to residents starting February 1.
The booklet is designed to clearly present this year’s changes at a glance, making it easier for residents with limited access to welfare service information to benefit in their daily lives.
This year, the eligibility criteria for the Basic Livelihood Security beneficiaries' obligated supporters and for youth housing benefits will be eased. If a beneficiary household includes elderly or single-parent families, the obligated supporter requirement will be abolished. In addition, unmarried children aged 19 or older but under 30 who live in a different city or county from their family will also be eligible to receive housing benefits.
The criteria for National Emergency Support and the Seoul-type Emergency Welfare System will also be relaxed. Due to the expansion of public service support recipients amid challenging social circumstances such as COVID-19, both income and asset requirements will be significantly eased. This will allow households facing urgent crises to receive temporary emergency living expenses.
Incoming middle and high school students in the district this year will each receive entrance preparation funds worth 300,000 won. In particular, the eligibility for birth congratulatory grants has been expanded so that firstborns born after January this year will also receive the grant. The amounts have been significantly increased to 200,000 won for the first child, 400,000 won for the second child, and 1,000,000 won and 1,500,000 won for the third and fourth children, respectively.
Households with young children, especially those with dual-income parents, should take note of the newly opened Aikkumnuriter, which began operations on the 27th. "Singumho Aikkumnuriter," Seongdong District’s 14th after-school elementary care center, is located near Singumho Station on Subway Line 5, making it convenient for parents commuting via public transportation.
It is also located close to Kumho and Kumbuk Elementary Schools and nearby apartment complexes, ensuring safe drop-off and pick-up for children.
The center has a capacity of 20 children, with a center director and two care teachers on site to provide safe care services, including homework assistance, snacks, reading, and play activities.
Before full-scale operations begin, the center will prioritize registration of children for use until February 10, and will conduct pilot programs such as one-day trial experiences.

Additionally, the booklet includes information on 11 other welfare system changes and nine useful welfare-related websites. The guidebooks will be available at local community centers and general social welfare center service desks for residents to easily access.
Jung Wono, Mayor of Seongdong District, stated, "Last year, during the crisis of care gaps caused by the suspension of in-person classes and academy closures due to the COVID-19 pandemic, Aikkumnuriter was able to maintain emergency care services. Starting with the opening of 'Singumho Aikkumnuriter' this year, we will continue to expand care facilities and enhance service quality so that parents do not face difficulties in caring for their children. We will also do our utmost to actively provide residents with up-to-date information on various welfare needs and to develop diverse programs that respond to those needs."
