Transparent Support According to Disaster Relief and Recovery Cost Burden Standards
365.7 Billion KRW for Recovery Costs, 12.1 Billion KRW for Reason Facility Support, 353.6 Billion KRW Invested in Public Facilities
[Gurye=Asia Economy Honam Reporting Headquarters Reporter Yuk Mi-seok] Gurye County is receiving praise for enhancing transparency by informing local residents in detail about the progress of flood recovery efforts in 2020.
On the 25th, according to Gurye County, the county produced explanatory materials titled "This is How the 2020 Flood Recovery is Being Carried Out" and plans to invest 365.7 billion KRW in government and institutional support funds to restore private facilities and public infrastructure damaged by the worst disaster in history.
The materials emphasize the urgent need for measures to quickly support the livelihoods and property damages of Gurye residents suffering from the unprecedented flood damage, and stress the necessity of safely restoring public facilities such as roads and bridges affected by the heavy rain, which caused public safety issues and inconveniences, as well as preventing recurrence in the future.
Regarding the direction of the efforts, it was explained that the support and sacrifices of the government, citizens, and volunteer organizations will be valued and utilized carefully, and that support and restoration will be promoted accordingly. Assistance to flood-affected residents will be provided reasonably, fairly, and transparently according to laws and the "Standards for Disaster Relief and Recovery Cost Burden," and the restoration will be carried out with permanent facilities to prevent recurrence, thereby safely protecting residents' lives and property.
The county experienced over 400mm of heavy rain over two days from August 7 to 8 last year, causing the Seomjin River and Seosicheon to overflow, flooding houses and shops, resulting in property damage worth 180.7 billion KRW and 1,149 displaced persons.
Emergency recovery efforts included relief for 1,149 displaced persons and restoration of 292 public facilities and 1,878 private facilities. To this end, 2,618 pieces of equipment such as excavators were mobilized, and 15,400 personnel including public officials, firefighters, soldiers, and police from across the country, along with about 11,000 volunteers, worked diligently.
A total of 365.7 billion KRW was secured for recovery costs, with 12 billion KRW paid as support funds for private facilities. Of this, Gurye County directly provided 2 billion KRW, and disaster relief funds amounted to 10 billion KRW.
Such support for flood victims was provided according to the payment standards stipulated in the regulations on natural disaster relief and recovery cost burden. In the agriculture and livestock sectors, support was provided fairly and transparently ranging from 1 million KRW to a maximum of 50 million KRW based on seven support criteria.
Public facility restoration costs amount to 353.6 billion KRW, with 117.6 billion KRW allocated for the restoration of roads, rivers, and water supply and sewage facilities, and 218.3 billion KRW planned for improvements and restoration of local and small rivers and drainage pump stations.
County Governor Kim Soon-ho expressed gratitude, saying, “Last year, Gurye suffered great pain from an unprecedented flood, but with the support of President Moon Jae-in, Governor Kim Young-rok, residents, institutions nationwide, and volunteers, we are now returning to normal.”
He added, “We will strive to maximize compensation for residents’ damages and use the donations and recovery funds provided by the government and various institutions carefully to support affected residents fairly and transparently, honoring their value.”

Meanwhile, the county has completed support for houses, shops, agricultural and livestock facilities, and individual water supply and sewage systems, and plans to complete restoration of public facilities such as roads, rivers, and drainage pump stations by 2023.
