View original image[Asia Economy Reporter Park Jong-il] Jungnang-gu (Mayor Ryu Kyung-gi) has launched a full survey targeting single-person households aged 50 to 64 in 2021 to early identify welfare-vulnerable groups and eliminate welfare blind spots.
The district will first conduct a full survey by the 27th to understand the living conditions of approximately 4,600 households receiving housing benefits for two or fewer people.
Next, by March, a full survey will be conducted on 1,177 single-person households aged 50 to 64 with a high risk of solitary death due to economic difficulties caused by COVID-19, and 276 vulnerable housing locations such as goshiwons and motels, focusing administrative efforts on discovering crisis and vulnerable groups.
The full survey will be conducted by welfare experts such as welfare planners and counselors, as well as community leaders familiar to residents, to increase survey efficiency.
The survey method consists of three stages: first, telephone consultation; second, home visits for unreachable individuals; and third, sending welfare service information letters. Through thorough investigation, the living conditions and economic status of each household will be identified to find candidates for support.
Especially, the discovered crisis and vulnerable groups will receive necessary assistance by linking not only public support such as basic livelihood and medical benefits, Seoul-type basic security, emergency welfare, and Seoul-type emergency welfare but also private support including Hope Ondol emergency support, medical services from affiliated hospitals, and neighborly aid.
Additionally, apart from this special full survey, the district has continuously identified crisis and vulnerable groups using social security systems (Happiness e-Eum) and community visiting programs.
As of January 2021, through surveys of 1,496 people, 373 individuals in need of support were promptly connected to public and private assistance.
Ryu Kyung-gi, Mayor of Jungnang-gu, said, “We are doing our best to eliminate welfare blind spots by timely providing various benefits and early disbursing temporary living support funds to alleviate the economic difficulties of recipients and near-poverty residents,” adding, “We will continue to build a more robust welfare safety net through proactive identification and support of crisis households and welfare-vulnerable groups.”

The district operates the ‘Integrated Crisis Family Support Center’ and ‘Care SOS Center’ to eliminate welfare blind spots and established a child protection team on September 11 last year to strengthen the social safety net and respond to child abuse.
