In his congratulatory remarks at the National Investigation Headquarters plaque ceremony held on the morning of the 4th at the police headquarters in Migeun-dong, Seodaemun-gu, Seoul, Commissioner Kim stated, "With the implementation of the autonomous police system and the launch of the National Investigation Headquarters, the police have been entrusted with the historic mission to exercise restrained public authority based on the principles of checks and balances and to become a true 'police of the people' that looks solely to the citizens."
Commissioner Kim particularly noted, "The launch of the National Investigation Headquarters is the result reflecting the public's desire to further strengthen fairness and professionalism along with the increased responsibility following the reform of investigative authority," and emphasized, "Based on a firm determination to become an investigative agency trusted and loved by the people, we will change all existing perceptions, attitudes, systems, and cultures."
Regarding specific measures to achieve this, he promised, "We will respond to the public's expectations through empathetic investigations that prioritize human rights as the highest value, and professional investigations characterized by fairness and responsibility," adding, "Above all, we will focus more on resolving the grievances of the people and restoring damages through strict and consistent law enforcement."
Commissioner Kim pledged, "We will humbly accept public scrutiny and criticism, and concentrate our capabilities on realizing the purpose and intent of the launch of the National Investigation Headquarters through proactive institutional improvements that strengthen democratic control functions both internally and externally."
