Gwangju City-Local Police Agency, Installation of Safe Speed 5030 Traffic Facilities
Speed Limit Adjusted to 50 km/h on General Roads and 30 km/h on Residential Roads
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Gwangju Metropolitan City announced on the 3rd that, together with the Gwangju Metropolitan Police Agency, it is proactively installing traffic facilities such as signs and road markings ahead of the full implementation of the ‘Safe Speed 5030’ policy starting April 17.
‘Safe Speed 5030’ is a nationwide safety policy that adjusts urban road speed limits according to usage and circumstances to ensure pedestrian safety on roads and reduce fatalities in traffic accidents. The speed limit is set to 50 km/h (60 km/h if necessary) on general roads and 30 km/h or less on residential and side streets.
To promote the policy, the Road Traffic Act Enforcement Rules were promulgated on April 17, 2019, and considering the time required for local governments to install road markings and signs, the policy is enforced from April 2021, two years after the promulgation.
In October last year, Gwangju City and the Gwangju Police Agency completed the installation of traffic facilities on 83 urban road sections (total length 140.4 km), including City Hall Road with five or more lanes in both directions and World Cup East-West Road with four lanes in both directions, lowering the speed limit from 60 km/h to 50 km/h.
The plan is to complete the installation for the 30 km/h speed reduction sections by March.
However, to minimize inconvenience to citizens while aligning with the traffic accident prevention policy and considering traffic conditions, 30 sections totaling 140.6 km, including Sangmu-daero, which are necessary for traffic flow, have been set at 60 km/h.
Speed violation enforcement in the speed change zones will begin after a three-month grace period following the change of signs and road markings. Drivers can check the speed limits through the speed limit signs and road markings on the roads.

Park Gap-su, head of the Traffic Policy Division of the city, said, “The implementation of Safe Speed 5030 will serve as an opportunity to shift from vehicle-centered traffic policies to people-centered policies.” He added, “This project is being promoted for the safety of both pedestrians and drivers, and we ask for the active cooperation of citizens.”
