Yongsan-gu Expands Smart Information Division and Establishes New Tax Management Division
2021 Organizational Restructuring... Increasing Team 1 and Team 3
[Asia Economy Reporter Jongil Park] Yongsan-gu (District Mayor Seong Changhyun) will implement a minor organizational restructuring effective January 1, 2021.
As of November, the Yongsan-gu organization consists of 2 deputy directors, 6 bureaus, 31 divisions, and 137 teams (excluding the Public Health Center and District Council Secretariat). Starting next year, it will expand to 2 deputy directors, 6 bureaus, 32 divisions, and 140 teams, adding 1 division and 3 teams.
The district will first expand and reorganize the existing Computer Information Division within the Administrative Support Bureau into the "Smart Information Division." This is a dedicated department for the Smart City initiative. It will have five teams: Smart City, Smart Projects, Computer Operations, Information and Communications, and Smart Control. The division will carry out projects such as establishing the basic plan for the smart city and building and operating an integrated big data platform.
The district will also establish a new "Tax Management Division" within the Finance and Economy Bureau. It will consist of four teams: General Tax Revenue, 38 Tax Collection, Delinquent Vehicle Management, and Non-Tax Revenue, sharing the duties previously handled by Tax Divisions 1 and 2. This division will oversee the increasing tax-related administrative tasks of the district each year.
There will also be new teams created within existing departments. The Welfare Policy Division will add a "Care Support Team," and the Senior and Youth Division will add a "Child Protection Team" to strengthen operations such as the Care SOS Center and protection services for adopted and foster children.
Additionally, the Audit Team under the Audit Officer will be renamed the "Integrity Audit Team," the Environmental Patrol Team will become the "Proactive Administration Promotion Team," the Contract Review Team will be renamed the "Routine Audit Team," the Creative Management Team in the Planning and Budget Division will become the "Creative New Deal Team," the Childcare Administration Team in the Women and Family Division will be renamed the "Childcare Policy Team," the Childcare Support Team will become the "Childcare Operations Team," and the Birth and Multicultural Team will be renamed the "Birth and Multicultural Team."
Furthermore, the Youth Support Team under the Senior and Youth Division will be transferred to the Regional Policy Division and renamed the "Youth Policy Team," while the Policy Collaboration Team within the Regional Policy Division will be abolished.
The district has been discussing the organizational restructuring since July. To this end, it formed and operated a Future Strategy Development Task Force (TF) directly under the Deputy Mayor, established the restructuring plan in September, and completed the amendment process of the "Seoul Metropolitan City Yongsan-gu Administrative Organization Establishment Ordinance" earlier this month.
Facility construction, personnel placement, budget allocation, network installation, preparation of work manuals, and handover processes related to the establishment and relocation of departments and teams are scheduled to be completed by the end of this year.
