[Asia Economy Reporter Jongil Park] Songpa-gu (Mayor Park Seong-su) has proactively established and implemented a 'Customized Quarantine Manual for District-Hosted Events' starting November 20 to prevent the community spread of COVID-19 and ensure residents' safety.
On November 24, the government raised the social distancing level in the metropolitan area to Level 2 to curb the third wave of COVID-19. However, Songpa-gu took active measures to protect residents by first implementing its own manual reflecting the characteristics of the local community.
Previously, district-hosted events were held according to the social distancing levels. This approach failed to reflect the local COVID-19 conditions, causing confusion among departments regarding event feasibility and anxiety among residents.
To address these issues, the district comprehensively reviews the number of confirmed cases over one week and the trend of community transmission, establishing a four-level (Levels A to D) event hosting standard.
The event hosting level is decided every Thursday at the Disaster and Safety Countermeasures Headquarters meeting. Level A (10 or fewer cases in one week) follows the event standards set by the social distancing level, while Level B (11 to 25 cases), where confirmed cases continue to occur locally, advises refraining from resident-participation events.
From Level C (26 to 40 cases), where community spread intensifies, resident-participation events are canceled or postponed, and at Level D (more than 40 cases), all events and meetings are prohibited.
Through these measures, the district expects to preemptively determine event feasibility, prevent the spread of infectious diseases in the community, and minimize administrative gaps caused by confirmed cases.
The district also strengthens quarantine measures for all events. While the government limits the number of people to one per 4㎡ of facility area, the district restricts attendance based on the actual space where people stay, excluding stages and similar areas.
Additionally, quarantine measures are enhanced through mask-wearing, social distancing, designated seating, prohibition of refreshments, and other protocols to enable rapid epidemiological investigations and block further infections.

Based on our know-how from establishing large-scale performance quarantine rules nationwide for the first time last July, we have prepared our own manual to preemptively control COVID-19 risk factors and strengthen quarantine measures to do our utmost to ensure residents' safety.”
