Maritime-Disaster-Railway Communication Networks Sign Agreement to Prevent Radio Interference and Ensure Mutual Interoperability
Ministry of Oceans and Fisheries Holds 'National Integrated Public Network Council' with Ministry of the Interior and Safety, Ministry of Land, Infrastructure and Transport, and Local Governments
[Sejong=Asia Economy Reporter Jusangdon] An agreement among related agencies will be signed to prevent radio interference and ensure interoperability between maritime, disaster, and railway communication networks.
The Ministry of Oceans and Fisheries announced on the 18th that it will hold the "1st National Integrated Public Network Policy Council" on the 19th and sign an agreement to prevent radio interference among 28 integrated public network construction and usage agencies.
The National Integrated Public Network consists of the Ministry of Oceans and Fisheries' maritime wireless communication network (LTE-M), the Ministry of the Interior and Safety's disaster safety communication network (PS-LTE), and the Ministry of Land, Infrastructure and Transport's railway integrated wireless network (LTE-R), all built using the same LTE frequency band of 700MHz. Until now, each ministry has built and operated base stations separately. However, since the three networks use the same frequency, radio interference issues may arise. While each network performs its functions under normal circumstances, in the event of a disaster, it is necessary to secure interoperability by concentrating wireless resources from the railway and maritime networks to the disaster network.
Accordingly, the Ministry of Oceans and Fisheries, the Ministry of the Interior and Safety, and the Ministry of Land, Infrastructure and Transport held a "Meeting to Minimize Radio Interference of the Integrated Public Network" in 2017 to discuss mutual cooperation measures. Subsequently, following the enactment of the "Act on the Provision and Activation of Intelligent Maritime Traffic Information Services" on January 29 of this year, they prepared the "National Integrated Public Network Council Formation and Operation Plan" in June.
After nine meetings and real-environment tests, the locations of base stations for the three networks were adjusted, and radio interference issues were resolved through interoperability technology. As a result, a policy council was formed to systematically cooperate from base station design to construction, operation, and post-management, leading to the holding of the first council meeting this time.
At this council meeting, an agreement will be signed among related agencies to prevent radio interference and ensure interoperability between communication networks. Through this agreement, the 28 integrated public network construction and usage agencies plan to discuss costs and operational regulations necessary for resolving radio interference and interoperability of the integrated public network, and cooperate in information sharing and establishing a joint operation system. In addition, plans for wireless resource allocation among the three network base stations and joint real-sea test plans for the maritime and disaster networks will also be reviewed and approved.

Kim Hyuntae, Director of the Maritime Safety Bureau at the Ministry of Oceans and Fisheries, said, "By enabling wireless resource cooperation among agencies using the same frequency band, we expect to provide faster and more accurate disaster and safety services." He added, "We also plan to discuss necessary personnel and budget issues together through the policy council going forward."
