[Asia Economy Reporter Jo In-kyung] The prosecution has decided to implement measures prohibiting Cho Doo-soon (67), an elementary school student kidnapper and rapist scheduled for release this December, from going out or drinking alcohol during certain hours.
The Ansan Branch of Suwon District Prosecutors' Office (Chief Prosecutor Min Young-hyun) filed a request on the 16th to the Ansan Branch of Suwon District Court to add special compliance conditions for Cho Doo-soon under the Electronic Monitoring Device Act.
The special compliance conditions include prohibiting Cho from going out, drinking alcohol, and entering schools or other educational facilities from 9 p.m. to 6 a.m. the following day.
In response to concerns that Cho Doo-soon, who is subject to wearing a location tracking electronic device (electronic anklet), is currently classified not as the "wearer" but as the "wearing orderer," making it impossible to request compliance conditions, the prosecution recently reviewed the law and concluded that such a request is indeed possible.

Cho has undergone treatment related to preventing sexual offense recidivism, but according to interviews conducted by probation offices and other relevant authorities, the treatment's effectiveness has been minimal. The court plans to review the prosecution's request and reach a decision soon.
