Establishment of Dongdaemun-gu Crisis Family Integrated Support Center
Since Opening in January Last Year, Over 2,000 Phone Monitoring Cases, 663 Households Linked to Customized Integrated Services and Welfare Support... From Victims' Resident Registration Access Denial Requests to Living Expenses, Rental Housing, and Education Support for Stable Living
[Asia Economy Reporter Park Jong-il] Nine-year-old Kim, who was able to escape from his violent grandfather and live stably with his grandmother alone, recently regained the smile he had lost.
Dongdaemun-gu (Mayor Yoo Deok-yeol) and Dongdaemun Police Station signed a business agreement and opened the "Dongdaemun-gu Crisis Family Integrated Support Center" at the Dongdaemun-gu Office in January last year. On October 23 of last year, a request for help was received.
The request stated that a grandmother and Kim, who fled their home after reporting domestic violence by the grandfather to 112 in another district, were staying at a temporary shelter in Dongdaemun-gu and asked for welfare support to be connected.
Upon receiving the support request, the integrated case manager at the Dongdaemun-gu Crisis Family Integrated Support Center visited the victim with an APO (Abuse Prevention Officer, a police officer in charge of child abuse and domestic violence in the Women's and Youth Division of the police station) and assisted with applying for welfare support such as refusal to view the victim's resident registration and emergency living expenses.
Subsequently, through a case meeting, the family was selected as a high-difficulty case by the Hope Welfare Support Group, and assistance was provided for applications related to foster children, customized benefits, rental housing, and designation of a guardian at the Family Legal Counseling Center.
In addition, to ensure Kim’s stable school life, visits were made to the school social work office, and customized integrated services such as mentoring through the Education Welfare Center’s psychological and emotional programs and support for educational supplies are being connected.
Like the case of Kim and his grandmother, the Dongdaemun-gu Crisis Family Integrated Support Center connects customized integrated services and provides welfare support to households reported for domestic violence.
The Dongdaemun-gu Crisis Family Integrated Support Center consists of three professional counselors, one integrated case manager, and one APO, and conducts next-day phone monitoring for households reported for domestic violence to 112.
If the phone monitoring results determine the household to be a crisis family, the center refers them to specialized institutions (such as child protection agencies and elderly protection agencies) and provides welfare services such as legal counseling and marital counseling, proceeding with customized integrated services.
Since its opening in January last year, the Dongdaemun-gu Crisis Family Integrated Support Center has conducted phone monitoring on 2,132 cases reported to 112 for domestic violence (as of September 10, 2020), providing information guidance and institutional referrals to 663 households.
Additionally, 722 cases underwent follow-up monitoring to prevent recurrence of domestic violence.
