Muan County Council Opens First Extraordinary Session of the 8th Term Second Half

View original image[Asia Economy Honam Reporting Headquarters Reporter Seo Young-seo] The Muan County Council in Jeollanam-do (Chairman Kim Dae-hyun) announced on the 14th that it opened the 267th extraordinary session, the first session after the reorganization of the second half, and began a five-day legislative schedule.
During this extraordinary session, a total of 23 agenda items will be reviewed, including 20 ordinances such as the 4th supplementary budget for 2020 and partial amendments to the Muan County Youth Development Basic Ordinance, as well as 2 general agenda items.
Before the 1st plenary session of the day, Councilor Park Seong-jae delivered a 5-minute free speech condemning the unfairness of the recent controversial movement to reconsider the relocation of Gwangju private airport and urged an immediate halt to related discussions. He also repeatedly called for switching to a public contest method regarding the relocation issue of the Gwangju combat airfield, citing the case of Daegu military airport as an example.
Following this, the 1st plenary session was convened, and matters such as the decision on the session period and the formation of the Budget and Accounts Special Committee (Chairman Councilor Kim Won-jung, Secretary Councilor Park Seong-jae) were approved, after which an explanatory proposal on the 4th supplementary budget was heard.
The scale of this supplementary budget, which mainly focuses on providing COVID-19 disaster relief funds, is 707.2 billion KRW, an increase of 46.5 billion KRW (7.05%) from the original budget of 660.7 billion KRW.
Subsequently, the main legislative schedule will enter standing committee activities on the 15th and 16th, where each standing committee will review ordinances, supplementary budgets, and other agenda items. On the 17th, the Budget and Accounts Special Committee will hold a comprehensive review of the budget proposals submitted by the standing committees.
On the last day of the extraordinary session, the 18th, the 2nd plenary session will be held to make final decisions on the agenda items reviewed by each standing committee, concluding this extraordinary session.
Chairman Kim Dae-hyun stated in his opening remarks, “We will continue to work closely with the executive branch to wisely overcome urgent issues including the COVID-19 crisis,” outlining the direction for the second half of the council’s term. He added, “As this Chuseok holiday is a critical turning point for stabilizing COVID-19, I hope all residents actively cooperate with the government’s quarantine measures.”

Meanwhile, for the purpose of COVID-19 prevention activities, the county council installed droplet-blocking partitions in the plenary hall and standing committee meeting rooms. During the session, they plan to strictly adhere to the government’s social distancing level 2 guidelines by minimizing the number of meeting attendees and restricting spectators.
