Seodaemun-gu Secures 2 Billion KRW in Seoul City Participatory Budget
48 Resident-Proposed Projects Selected Including Park Maintenance, Amazing Playground Creation, Village Meals, and Hiking with Transportation-Disadvantaged Companions
[Asia Economy Reporter Jongil Park] Seodaemun-gu (Mayor Moon Seok-jin) recently secured a budget of about 2 billion KRW with 48 projects proposed by residents selected at the ‘2020 Citizen Participation Budget Festival General Assembly’ held both online and offline at Seoul City Hall.
The resident participation budget system is a system where residents directly propose, review, and evaluate projects needed in the region and reflect them in budget allocation. It was mandated in 2011, but Seodaemun-gu has been implementing it since 2010, ahead of the mandate.
The 2020 Seoul Citizen Participation Budget was finalized at the ‘Citizen Participation Budget Festival General Assembly’ after receiving citizen proposals from early this year, followed by proposer presentations, project site inspections, and citizen voting.
This year, the district selected ▲ 18 projects (770 million KRW) such as beautiful park maintenance and hiking trail improvements under the ‘Metropolitan Proposal Type,’ ▲ 19 projects (1.05 billion KRW) such as the creation of a fascinating playground and community village meals under the ‘District Unit Planning Type,’ and ▲ 11 projects (120 million KRW) such as hiking with transportation-vulnerable groups and operating an energy love room under the ‘Neighborhood Unit Planning Type.’
Moon Seok-jin, Mayor of Seodaemun-gu, stated, “We actively support the resident participation budget system, which contributes to fiscal democracy by realizing ideas from residents’ daily lives into policies, and we will continue to spare no support for the development of the participation budget system.”

Meanwhile, the residents’ general assembly to select the 2021 Seodaemun-gu resident participation budget projects is scheduled to be held online on the 17th of this month.
