Gwangju Nam-gu to Resolve 'Long-Unresolved and Multiple Complaints' Within One Month
Deciding to Activate the Civil Complaints Mediation Committee
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Nam-gu, Gwangju Metropolitan City (District Mayor Kim Byeong-nae) has taken decisive action on long-term unresolved or multiple-person civil complaints.
On the 4th, Nam-gu announced that it will activate the ‘Civil Complaint Mediation Committee’ to promptly handle civil complaints within one month when the responsible department is unclear during the complaint handling process or when multiple parties are involved, making problem resolution difficult.
This is because when the interests of both parties are sharply conflicting, it is not easy to resolve the complaint, leaving it as a long-term unresolved issue. Additionally, due to the diversification of administrative demands, the boundaries between departments’ duties are unclear, making it difficult to designate the department responsible for handling the complaint.
The Civil Complaint Mediation Committee, which will be fully operated, consists of six bureau directors who are overall responsible for complaint handling departments, the head of the Civil Service Department, the Audit Officer, and external experts such as lawyers, architects, and members of the Resident Innovation Committee.
The committee’s review targets include long-term unresolved complaints that have not found a solution for over two years, general complaints with the same content raised more than twice, multiple-person complaints involving five or more related individuals, and designation of the responsible department for complaints with unclear jurisdiction.
In addition, the committee plans to review the appropriateness of the original disposition for complaints filed as objections to rejection decisions.
The Civil Complaint Mediation Committee will only be convened upon the complainant’s request for review and if the agenda falls within the committee’s review scope.
Once a review request is received, the committee will be held within one month at the latest, and the results of the committee’s review will be notified to the complainant within three days after the meeting.

A Nam-gu official said, “For example, when redevelopment projects are promoted, repetitive and multiple-person complaints are incessant, and complaints that are difficult to reach an agreement on are hard to find a solution for, so fundamental measures are needed. The Civil Complaint Mediation Committee will play a role in mediating such conflicts.”
