Yeongdeungpo Daeseon Flour Mill Area to Undergo Redevelopment Balancing Preservation and Development
[Asia Economy Reporter Yuri Kim] A 'conservation and redevelopment coexistence type redevelopment plan' has been established for the first time in the Daeseonje-bun area of Yeongdeungpo-gu, Seoul.
On the 2nd, Seoul held the 12th Seoul Urban Planning Committee meeting and announced on the 3rd that it had approved the revision of the 'Designation of Yeongdeungpo Daeseonje-bun Urban Maintenance-type Redevelopment Districts 1 and 2 and Landscape Review Plan' in the Mullae-dong 3-ga area of Yeongdeungpo-gu.
This area was first designated as a maintenance planned district in 2016 to strengthen its role as a central area befitting the status of Yeongdeungpo and Yeouido downtown, and over four years, a maintenance plan was established by gathering opinions from experts, local residents, and private companies.
The commercial area along Gyeongin-ro was planned as a general maintenance type to induce downtown functions and establish a new growth base in the southwest region. To preserve the only remaining modern industrial heritage in this area, a conservation maintenance type redevelopment method was also introduced.
The Daeseonje-bun Yeongdeungpo Factory, designated as a conservation maintenance type, is a flour factory built in 1936 and is currently undergoing a 'private-led urban regeneration project.' Through this urban planning committee review, 17 out of 23 buildings were designated as conservation-type buildings, and building coverage ratio was relaxed, establishing the first conservation and redevelopment balanced maintenance plan.
Meanwhile, among the 23 buildings, the first phase project (structural reinforcement and major repair work) has been underway since December last year for 13 buildings and is scheduled to be completed and opened in May 2021. Argos Management, the project operator, stated that the space created in the first phase will be operated primarily as a cultural and commercial complex hub while concretizing the second phase project.
Along with the approval of the maintenance plan proposed by residents for District 1-1, urban-type residential housing and officetels will be constructed in the 16-32 area of Mullae-dong 3-ga. Buildings ranging from three basement floors to 20 floors above ground will include 132 housing units and 66 officetel units, with 19 public rental housing units also planned. On the first and second floors, a 600㎡ cultural facility will be introduced through public contributions, which is expected to contribute to regional revitalization in connection with Mullae Creative Village and Daeseonje-bun regeneration, according to the city.
Seoul City stated, "With this designation of the maintenance district, the commercial area near Yeongdeungpo Station, which was inefficiently used, will be developed with high density, creating a complex industrial and cultural hub suited to Yeongdeungpo’s characteristics, laying the urban foundation for downtown revitalization and southwest region growth."
