Legislative Notice on Related Ordinances, Efforts to Strengthen the Effectiveness of the Regulatory Responsibility Verification System
[Asia Economy Honam Reporting Headquarters Reporter Kim Chunsu] On the 31st, Gokseong-gun, Jeollanam-do announced that it had given prior legislative notice on the 26th regarding the amendment of the ordinance and regulations for the establishment and operation of the Regulatory Reform Committee.
This amendment aims to establish a legal basis in local ordinances to ensure the effectiveness of the Regulatory Proof Responsibility System, which is part of the Ministry of the Interior and Safety's regulatory innovation policy. The Regulatory Proof Responsibility System refers to a system where, upon a request from residents or businesses to prove the necessity of a regulation, a review is conducted to decide whether to maintain, abolish, or improve the regulation.
When a request is received, the responsible public official reviews the relevant regulation, and the Regulatory Reform Committee conducts the examination. In the case of Gokseong-gun, requests for regulatory proof can be made through the county office's website.
The amendment allows for a re-examination of the necessity to maintain existing regulations when revising local ordinances. It also adds provisions related to the review of existing regulations.
Through this, Gokseong-gun expects to strengthen the practical rights of residents and businesses to be relieved from regulations by stipulating the legal basis of the Regulatory Proof Responsibility System in ordinances and regulations, following the introduction of the regulatory proof request system in July.
Meanwhile, in March, Gokseong-gun held a Regulatory Reform Committee meeting to review 168 registered regulations and is currently organizing those that need to be abolished or eased. Furthermore, the county plans to actively revise regulations that cause inconvenience to residents and businesses and hinder the revitalization of the corporate economy.
