Sahakyeongeum, Most 'Active' in Pre-Consulting Audits Among Public Institutions
[Asia Economy Reporter Minji Lee] The Private School Teachers' Pension Service (hereinafter referred to as the Private School Pension) announced on the 16th that, based on an analysis of the first half of 2020 pre-consulting audit performance registered in the Board of Audit and Inspection's ‘Public Audit Information System,’ the Private School Pension is operating the pre-consulting audit system most actively among public institutions.
A pre-consulting audit is a system where, in cases where regulations or precedents are unclear in the workplace and proactive administration is hesitant, opinions are sought from the head of the internal audit organization, and if the work is carried out according to those opinions, responsibility is exempted.
Public institutions are subject to the ‘Act on Public Audits’ and must register their performance in the Board of Audit and Inspection's ‘Public Audit Information System’ after conducting pre-consulting audits. Based on the first half of the year (January to June) performance, the Private School Pension was the only public institution to achieve the highest number with 3 cases.
The Private School Pension conducted a total of 3 pre-consulting audits, including one related to the reduction of overdue charges for contributions from subscribing institutions due to the impact of COVID-19, contract termination for service agreements, and methods for salary recovery.
Additionally, in March and April, the Private School Pension established the ‘Proactive Administration Support System Innovation Plan’ and the ‘Proactive Administration Support Measures for COVID-19 Response,’ focusing on strengthening the pre-consulting audit system, and is making multifaceted efforts to enhance preventive audits and support overcoming the COVID-19 crisis.
