[Yang Nak-gyu's Defense Club] The First Alternative Service Member Since the Founding of the Military Emerges
[Asia Economy Reporter Yang Nak-gyu] For the first time since the establishment of the armed forces, the alternative service system based on freedom of conscience, such as religious beliefs, will be decided through a review on the 15th. The alternative service system is a system where individuals serve for 36 months in correctional facilities without military training, assisting with tasks such as meal service, health and hygiene, and facility management.
According to the Military Manpower Administration on this day, the number of applicants for alternative service was counted as 88 from the 30th of last month to the 14th of this month. Among them, the Military Manpower Administration will first review and decide on 35 individuals who have been recognized by the court as conscientious objectors. Once confirmed for alternative service, they will be called up as alternative service personnel starting in October.
The Secretariat of the Alternative Service Review Committee at the Military Manpower Administration plans to conduct supplementary investigations on the remaining 53 applicants who are not subject to review, using social networks (SNS) as well as testimonies from acquaintances. Based on this, a preliminary review committee composed of five members will conduct the review. Subsequently, 29 reviewers recommended by six organizations, including the National Human Rights Commission and the Ministry of National Defense, will make the final decision to accept, reject, or dismiss the applications. Eligible applicants for alternative service include active duty enlistment candidates, social service personnel candidates, and reservists who have completed their service. Those currently serving are restricted from applying.

If applicants disagree with the review committee's decision, they may file an administrative appeal or administrative lawsuit. It is reported that specific review criteria to judge the applicant's 'conscience' have not yet been finalized. Once the alternative service system is implemented through the review, conscientious objectors who previously faced unavoidable criminal punishment will have a legal path to substitute military service with work in correctional facilities.
