Jeong Ji-gwon and Lee Eun-ju Propose Joint Ordinance on Traffic Safety Management for Seoul City Ride-Pickup Locations
First Ordinance Proposal Among Metropolitan Governments... Establishing Necessary Definitions for Drive-Through Stores (aka Drive-Thru)... Providing Support for Traffic Safety and Safe Pedestrian Environments Around Drive-Through Stores
[Asia Economy Reporter Jong-il Park] The Seoul Metropolitan Council is establishing a legal basis in the ordinance to secure drivers' visibility and citizens' pedestrian rights amid the rapid increase of drive-thru stores, becoming the first metropolitan local government to do so.
As of May 2020, there are a total of 48 drive-thru stores in Seoul, and most of the safety facilities related to them are insufficient because they were installed before the amendment of the Road Act in 2017.
Accordingly, the Seoul Metropolitan Drive-Thru Store Traffic Safety Management Ordinance, which clearly defines drive-thru stores and focuses on traffic safety and a safe pedestrian environment around these stores, was passed without opposition at the 5th plenary session of the 295th regular meeting held on the 30th.
Vice Chairman of the Seoul Metropolitan Council Transportation Committee, Ji-kwon Jeong (Democratic Party, Seongdong 2), and Eun-joo Lee (Democratic Party, Nowon 2) jointly proposed the ordinance to establish a legal basis for traffic safety and securing pedestrian environments due to the continuous increase of drive-thru stores and the expanded use of drive-thru services in various fields, especially influenced by COVID-19.
This ordinance specifies the mayor’s responsibilities for traffic safety at drive-thru stores and securing citizens' pedestrian rights, in response to the continuous increase of drive-thru facilities?where purchases can be made while remaining in the vehicle?and the expected further rise in demand across diverse sectors due to the impact of COVID-19.
Jeong Ji-kwon and Lee Eun-joo explained that the key contents reflected in this ordinance include the necessary definitions of drive-thru stores, the mayor’s responsibilities for traffic safety and creating a safe pedestrian environment around these stores, the establishment of safety plans and surveys, and measures to ensure safety. This will provide a legal basis to protect the safety of all citizens using the current 48 drive-thru stores and future ones.
Jeong Ji-kwon stated, “The enactment of this ordinance will greatly contribute to enhancing the safety of all drive-thru stores in Seoul,” and added, “We will continue to strive to establish proper legal grounds to ensure the safety of facilities used by Seoul citizens.”

Following this, Lee Eun-joo said, “I consider it very meaningful that this is the first ordinance on drive-thru store safety enacted by a metropolitan local government,” and expressed, “Through this ordinance, we expect a safer environment for all Seoul citizens using drive-thru stores.”
