Eunpyeong-gu Supports Project Costs for Fire Safety Performance Enhancement in Mandatory Buildings
Support up to 26 million KRW for mandatory buildings under the Building Management Act effective May 1
[Asia Economy Reporter Park Jong-il] Eunpyeong-gu (Mayor Kim Mi-kyung) will provide project funding for buildings subject to mandatory fire safety performance reinforcement, which are vulnerable to fire, following the enforcement of the Building Management Act starting this month.
The support targets buildings with three or more floors that use combustible exterior materials and lack sprinkler systems, including facilities for vulnerable evacuees (medical facilities, elderly and childcare facilities, community child centers, youth training centers) and multi-use establishments (bathhouses, multi-residential facilities, postpartum care centers, academies). These buildings must complete fire safety performance reinforcement by 2022.
Multi-use establishments are limited to buildings with a pilotis parking structure on the first floor and a total floor area of less than 1,000㎡.
Additionally, owners (managers) of buildings subject to fire safety performance reinforcement who fail to complete the reinforcement by 2022 will face up to one year of imprisonment or a fine of up to 10 million KRW.
Accordingly, the government, Seoul City, and Eunpyeong-gu will support two-thirds of the total construction cost, up to 26 million KRW out of 40 million KRW, to alleviate the burden on building owners for mandatory fire safety performance reinforcement.
The reinforcement funded by the support project must include △replacement of combustible exterior materials △installation of (simple) sprinkler systems △strengthening of the first-floor pilotis ceiling as mandatory measures, while △outdoor evacuation stairs △fire doors △downward evacuation exits can be optionally applied.
Since this project is temporarily promoted until 2022, Eunpyeong-gu plans to conduct a survey on buildings subject to fire safety performance reinforcement under the Building Management Act by June, notify the owners (managers) of the target buildings, and guide them to receive support benefits.

A district official stated, “With the enforcement of the Building Management Act, fire safety performance reinforcement is mandatory for supported buildings, and since this is a temporary cost support project until 2022, we hope building owners actively apply. We will do our best to create a safe Eunpyeong-gu free from fire.”
